Incident Command(IC)
The role of incident commander will be assigned to the first person to arrive on scene regardless of rank. The objective is to control the scene of a situation and delegate/perform the below roles:
Set your radio call sign to IC <callsign> with /callsign IC <callsign> e.g. /callsign IC 206
Ensuring a safe perimeter has been set
Plate scan the vehcile to ensure it is broadcasted on the MDT
Initial brief over radio of the situation (Location, Vehicles, Number of suspects, Hostages)
Begin hostage negotiations or delegate
Ensure Pursuit order is set or delegate
Ensure Officer remain behind to breach, clear and take a statement from the hostage
At any point a Higher Ranking officer has the ability to take over in order to guide the way.
Safety Cordon
Every scene that we attend a perimeter should be set around the active. LEOs should make use of barriers, cone and their vehicles to set an appropriate perimeter to ensure the safety of the public and colleagues. Below is an example of where roads can be closed at the big bank. Officers should also be strategically placed to cover all exits.
When it comes to hostages within negotiation, we as the officers need to prioritise the life of the hostage at all times, we must have sight of the hostages at all times and the suspects need to make it apparent if they plan on moving said hostages to the Law Enforcement.
